What is the role of the PM of India in Disaster Management? For those who do not know about the DM Act of 2005 here's an input. The PM of India is the Ex Officio Chairman of the NDMA. Now that means the the PM of India irrespective of his party affiliation will head the NDMA. Therefore now Mr Modi is the current incumbent. One has to accept that the tunnel rescue operation concluded yesterday was an unprecedented rescue operation of its kind. Five people from the PMO's Office were at the spot... day and night for 15 days and lived there in a container. CM of Uttarakhand who is the Chairman of UKSDMA was present for three-four hours every day at the site, Gen VK Singh, Sh Nitin Gadkari and many other ministers incl Mr P K Mishra visited the site frequently to review the rescue work. A special aircraft of the Air Force was sent from Hyd and the augar M/C was brought from Slovenia. The world's biggest rescue expert was called by a special plane. To order a special kind of plasma cutter, first the team was sent to Hyderabad, then the plane was sent to America and a special kind of Plasma Cutter was brought from there. Four machines, Robots and ground penetrating radar were brought from Switzerland by a special aircraft. A helipad and a working runway were also built up at the accident site, a vertical oxygen generator plant was installed at the accident site. Put your hand on your heart and think whether you have ever heard of such a rescue operation being conducted in such a quick manner ever before. Many people in the country with little knowledge give their comments on the potential of the country in the realm of Disaster Management. Please go to the NDMA site and read the Guidelines on various aspects only then you will understand the work done on all issues related to Disaster Management. It was a whole of Govt approach to synergise the capabilities of various agencies. It's incorrect for one agency to claim sole rights over the tunnel rescue. Facts must not be forgotten or overlooked. The tunnel rescue efforts were being carried out 24x7 by the following Indian experts, our own agencies, and their wherewithal:- 1.National Highways and Infrastructure Development Corporation Limited (NHDCL) 2 Oil and Natural Gas Corporation (ONGC). 3. Satluj Jal Vidyut Nigam (SJVNL). 4.Tehri Hydro Development Corporation Limited (THDC). 5. Rail Vikas Nigam Limited (RVNL). 6. Trenchless Engineering Works. 7. The Border Roads Organisation (BRO). 8. Indian Army Corps of Engineers. 9. IAF C-17 C-130 J Super Hercules transport aircraft and later the Chinooks. 10. 12 Rat-Hole miners. 11. Atleast 4 international experts were staying at Silkyara, led by President of International Tunnelling and Underground Space Association, Arnold Dix. 12. NDRF and SDRF. It was a combined effort of all agencies that saw success. The role played by the Auger machine cannot be sidelined at all. The first indigenous machine did some length, but the US one airlifted from Delhi performed much more. In all the Auger dug 55 m out of 57 m or so. The rat hole miners did the last bit, which was tough. That's their forte. Army was part of the rescue efforts, no doubt. Let's not claim complete success. Army or any single agency couldn't have done it by itself. The directions were clear from PMO, which held only one conference. They decentralized it and acted as enablers to move resources at red hot priority from all over the country. It is time to applaud every individual and agency involved.
