Is it true that Shiva himself has the power to create, preserve, and destroy without the help of Brahma, Vishnu, Shakti, and Indra?

See again, I would say that these all are not different. Shiva is Brahma, Vishnu, Shakti and Indra himself. Anyways, yes Shiva can do all these three Creation, Preservation and Destruction. His Tandava nritya (Cosmic Dance) represents 5 aspects- Creation, Preservation, Destruction, Illusion and Empanication.

Similarly, Shiva's Panchmukhi Sadashiva Form also represents the 5 aspects- Grace, Illusion, Creation, Preservation and Destruction.

So I won't say that he does it without the help of Brahma, Vishnu, Shakti and Indra. But he is not different from them. Let's keep Indra aside because he is the King of celestial Gods, he is the one who looks after Swarg Lok. But Brahma, Vishnu and Shakti are definitely not different from Shiva. Shakti is also the half of Shiva only, Shakti (Parvati) lives with Shiva as his wife. She is the Power of Shiva, so definitely.. Just like Sun and Sunlight are not different, Shiva and Shakti also can't be different.

Similarly Shiva is Vishnu, Vishnu is Shiva.

So Shiva is infinite Power, since he is the husband of Power (Shakti).
