Why did Lord Shiva leave Mount Kailash at the end of Dwapara Yuga?

All confusion and misunderstanding arises due to the conflating of mythology with theology.

Shiva does not go or come, Shiva is Cidānanda rūpa - the embodiment of Cosmic Consciousness and Bliss - all Being arises, abides and merges into Shiva - where will Shiva go when he is all that is?

सर्वो वै रुद्रस्तस्मै रुद्राय नमो अस्तु । पुरुषो वै रुद्रः सन्महो नमो नमः । विश्वं भूतं भुवनं चित्रं बहुधा जातं जायमानं च यत्सर्वो ह्येष रुद्रस्तस्मै रुद्राय नमो अस्तु ॥ १ ॥

sarvo vai rudrastasmai rudrāya namo astu | puruṣo vai rudraḥ sanmaho namo namaḥ | viśvaṁ bhūtaṁ bhuvanaṃ citraṁ bahudhā jātaṃ jāyamānaṃ ca yat sarvo hyeṣa rudrastasmai rudrāya namo astu || 1 ||

Verily everything is Rudra/Shiva, to Rudra who is such we offer our salutations. We salute again and again that Being - Rudra, who alone is the Light and the Self of all beings. The material universe, all beings, whatever there is manifoldly and profusely manifested in the past and in the present in the form of the Cosmos, all that indeed is this Rudra. Salutations to Rudra who is such. (Mahānārāyaṇa Upaṇiṣad 24:1)
